Evaluation reports comprise a summary of technical information, test data, rational analysis, quality assurance documentation and installation requirements to convey performance of a product or system relative to known criteria in an understandable, easy-to-follow format for the intended audience. NEMO ETC offers Evaluation Services for a variety of purposes and intended audiences. NEMO ETC offers Evaluation Reports supported by Professional Engineer credentials for clients who use 3rd party quality assurance entities, and Evaluation Reports supported by ISO/IEC 17065 credentials for clients who use as its quality assurance entity.

Florida Administrative Code 61G20-3 sets forth methods for Code compliance documentation within the State of Florida.

One method is Evaluation by a Florida Registered Professional Engineer. NEMO ETC offers copyrighted Evaluation Reports to the Florida Building Code supported by Professional Engineer credentials for clients who use 3rd party quality assurance entities. Robert Nieminen, P.E. maintains over 200 Florida Evaluation Reports published at the Building Code Information System.

Another method is Evaluation by an Evaluation Entity. NEMO ETC offers copyrighted Evaluation Reports to any Building Code supported by ISO/IEC 17065 credentials for clients who use as its quality assurance entity.

2 | Initial review

CODE REQUIREMENTS: Nemo will identify codified requirements and evaluate existing supporting evidence, which supports of the type of Product Approval.

QUALITY CONTROL REQUIREMENTS: NERs are backed by ISO/IEC 17020 quality assurance surveillance and/or ISO/IEC 17065 certifications from

3 | Develop Test Program

TEST PROGRAM DEVELOPMENT: If required, Nemo will identify additional testing that is lacking from existing evidence, which can be performed by our Nemo|etc. laboratories or any other ISO/IEC 17025 accredited laboratory.

4 | Prepare Draft NER

NER DEVELOPMENT: Nemo will prepare a DRAFT NER, to meet the pre-defined type of Product Approval, and work with you to publication.

5 | Submittal to Florida BCIS

NER SUBMITTAL (FLORIDA): Use of NERs in support of Florida Product Approval streamlines the process. Application to the Florida Building Code Information System (BCIS) using an NER are typically set to "Approved" status within one to ten days after submittal.

6 | Monitor Published NER

NER MAINTENANCE: The NER is published and listed at our Directory of Evaluations; code / standard compliance documentation for your product(s) / systems(s) available to you and your colleagues, Designers of Record, Building Officials and other interested parties.

NER RENEWAL, CODE UPDATES AND TECHNICAL REVISIONS: Nemo automatically implements and invoices annual renewals. Nemo contacts you to implement Code Updates. You contact Nemo to implement Technical Revisions.

FAQ's

No, though it certainly makes acceptance easier for the sales force and permitting easier for contractors. Each building department within each jurisdiction has their own procedures for acceptance of building products and systems. Evaluation Reports provide building officials with a user-friendly summary of applicable sections of the applicable Building Code, along with the means/methods by which a given product or system meets those minimum requirements. Some jurisdictions require Evaluation Reports from specific Evaluation Bodies, while others accept multiple methods of compliance documentation.

No. To the contrary, this is a primary function of Evaluation Reports. All model Building Codes have a section therein which states that the Code is not intended to preclude the use of non-standardized materials or systems. Typically the Code section is 104.11 (for Codes that use the IBC as the parent-Code). In these cases, the proponent must show compliance with the �intent of the Code�, and an Evaluation Report is an ideal medium to do so.

Yes. FBC HVHZ is nothing more than a sub-Code within the Florida Building Code, which is specific to Miami-Dade and Broward Counties.

Yes, though it would depend on whether the intended audience (building department, designer of record, etc) accepts test reports as a method of compliance documentation. Moreover, test reports are typically limited to test data and a compliance statement, so submitting same without any type of evaluation can lead to more questions from the building official as to acceptable installation methods and limits of use. This is common when a product or system needs to meet multiple codified standards.

Assuming all data and QA documentation is in place or nearly in place, the Florida Product Approval timeline when using Evaluation by a Florida Professional Engineer is 2 to 4 months and that when using Evaluation by an Evaluation Entity is 3 to 6 weeks.
